Avalon is the court of the Fae, closest to and most tied to the recently destroyed Seal at Stonehenge. Some say it is an island, others a floating city, a forest, a kingdom of eternal spring.
Titania and Oberon are rulers of Avalon, though “rule” is a mortal word, and theirs is older than crowns. They are the court, in many ways. They make the laws. Their power saturates the place. It bends to their whims. When they are united, Avalon flourishes. When they are at odds, it chokes.
There are other courts, or fragments of them: the Wild Hunt, the Broken Ring, the Moth Court, the Mirrorwood. Some are loyal to Titania. Some to Oberon. Some are waiting, or sleeping, or scheming.
I would guess Puck had a place among them once. If so, he left long ago.
